Los Angeles, 1949. Mickey Cohen (Sean Penn, 'Mystic River'), originally from Brooklyn, has become the big boss of the mob that runs the city. Everything seems to pass through his hands: drugs, guns, prostitutes, and any stolen material. He is absolutely protected by the members of his clan, who revere him as their undisputed leader, but not only that, for his tentacles go beyond the underworld: part of the police force and some members of the political sector are under his sway.

However, there are still men within the police brigade who do not allow themselves to be intimidated by corruption. This is the case of sergeants John O'Mara (Josh Brolin, 'No Country for Old Men') and Jerry Wooters (Ryan Gosling, 'Drive'), who, against all odds, will try to destroy the empire of the all-powerful Cohen.
